The journey of a Policy maker (PM) through the k-SDSS follows the reference decision flow.
 
# A user playing the role of a policy maker (PM) conceptualises a social concern about an I-US project and a decision to be made about it. The I-US project concerns an implementation territory, i.e. an urban location that hosts (or is planned to host) it.
# PM conceives her intervention as modifications of some parameters about the I-US project social impact. The decision regards what intervention (treatment) performs better in terms of social impact. The I-US project (or the part of it) to which is applied an intervention is the experimental unit under consideration.
# PM uses the k-SDSS to get support about the social impact of the decision at hand. The context outlined above constitutes the Decision Case Study.
# The PM starts by narrowing down the key questions about the situation s/he is dealing with, consulting the terminology service and thesaurus to formulate the focus question with unambiguous terms (as far as possible). Furthermore, the PM may wish to verify the semantic and logical consistency of the focus questionby consulting the k-SDSS ontology using the ontology navigator.
# The next step is for the PM to set the do-nothing baseline, which is essentially a description of the situation in which the decision will be applied without any intervention. The  do-nothing baseline (a.k.a. the baseline) may reflect any stage of evolution phases of an I-U S (conceiving & scope, feasibility & planning, ramp-up & upgrade). Thus it may describe either a situation without an I-US in place (consequently the intervention coming from an I-US instalment), as well as a situation where an I-US is already in place (consequently the intervention being a change in the I-US social patterns).  In providing the Do-nothing Baseline data, PM is guided by a questionnaire presented as a form in the k-SDSS.The information gathered is necessary to run simulations about the baseline, that is the scenario resulting from the evolution of the social dimensions starting from the baseline situation. The baseline includes information about : 
#* social variables influenced by existing forces (drivers) and mutual relations; 
#* factors external to the agents that affect agents' behaviour;  
#* agent behaviour (the behaviour of actors in the context observed).
# Altering the baseline is an intervention (or treatment). Multiple interventions can be applied to a baseline, and their respective impact observed. The planned and organized sequence of interventions designed to test an hypothesis, answer a question, or discover new facts about social questions in I-US implementation constitutes an experiment.
# PM can keep track of all experimental steps and of their outcomes in order to compare each intervention impact.
# Through the k-SDSS the user has access to two kind of simulations:
#* the fuzzy cognitive map (FCM) simulation to investigate the influences linking some patterns of the experimental unit to the social outcomes;
#* the agent based model (ABM) simulation to investigate how some social impacts of an intervention may affect the social agents (Workers, Households, Enterprises private,  Urban enterprises, Town managers) interactions and the resulting social outcomes.

The SYMSITES Project

The SYMSITES project aims at developing new technologies and solutions based on the Industrial and Urban symbiosis (I-US) concept, for local and regional collaborations among diverse actors (Citizens, Municipalities and Enterprises) and sectors, improving the sustainability of the use of industrial and societal resources, starting from wastewater and waste materials.   • to develop the EcoSite model for regional implementation of I-US
  • to enable High Value New Resources (HVNR) capability to leverage I-US adoption
  • to develop an IT based Regional Management Platform (ITRMP) to conceive, check feasibility, plan and manage I-US Eco-Sites
  • to involve Social Actors as part of the social, economic and environmental bottom line.

The ĸ-SDSS in the IT based Regional Management Platform (ITRMP)

The ITRMP is an advanced tools for decision and management support to foster replication and ease implementation during each phase of an I-US system evolution (scoping and feasibility, planning and development, ramp-up management and upgrade) for all key actors and stakeholders.

The DSS (Decision Support System) component helps the process of assessment, adoption, implementation and ramp-up of EcoSite based I-US.

The ĸ-SDSS is the DSS component for improving I-US policymaking by explicitly including the social dimension in decision-making.
